The Golden Thread Explained: What Contractors Actually Have to Capture and Hand Over
The golden thread is not a document — it's a maintained, structured, accessible information set for higher-risk buildings. Here's what it covers, how the gateways gate it, and what a contractor has to change on site to produce it.
Short answer: The golden thread is a maintained digital information set about a higher-risk building's safety — structured, accurate, current, accessible and secure — that passes from design, through construction, into occupation. Its practical demand on a contractor is not more documents at the end. It is capturing changes, evidence and competence as the work happens, in a form somebody else can use in fifteen years.
Why this exists
The Grenfell Tower Inquiry found, among much else, that nobody could reliably establish what the building was actually made of. Design intent, as-built reality and the record of both had diverged, and the information needed to assess risk did not exist in any usable form.
The Building Safety Act 2022 responds with a regime for higher-risk buildings built around duty holders, gateways and the golden thread. Dame Judith Hackitt's review named the underlying failure precisely: a culture in which the paperwork was produced to satisfy a process rather than to describe a building.
That framing is the most useful thing to hold onto. The golden thread is an attempt to make the record match the building, permanently.
What the golden thread actually is
It is defined by properties, not by a contents list. The information must be:
- Digital. Held electronically, in a structured form, not as scanned paper.
- Accurate and up to date. Reflecting the building as it now is, with changes captured when they happen.
- A single source of truth. Not four versions in four systems.
- Accessible. Available to those entitled to it, in a format they can actually use.
- Secure. Protected against loss and against inappropriate access — this information describes how a building fails.
- Maintained across the whole life of the building, transferring intact when duty holders or owners change.
The information it covers
Broadly, the golden thread carries the information needed to understand the building, its fire and structural safety, and how to keep it safe:
- The as-built design — drawings, specifications, and the design intent behind the safety strategy.
- The fire safety strategy: means of escape, compartmentation, evacuation strategy, fire spread control.
- Structural design and its assumptions.
- Products and materials actually installed, with their certification and performance data.
- Change control — what changed from the approved design, why, who approved it, and what the safety implication was.
- Testing, commissioning and inspection evidence.
- Operation and maintenance requirements for safety-critical systems.
- Duty holder and competence records — who did what, and on what basis they were competent to do it.
Products and materials as installed. Not what was specified — what physically went in, including substitutions. The substituted product, its certification, and the approval of the substitution against the fire strategy.
Competence evidence. Not that a card existed somewhere, but that the specific person who did the specific safety-critical work was competent to do it, evidenced at the time.
The gateways
Three control points, each a genuine gate rather than a notification.
Gateway 1 — planning. Fire safety considerations addressed at planning stage for relevant buildings.
Gateway 2 — before construction starts. The Building Safety Regulator must approve the application before building work may begin. The application has to demonstrate that the design complies, that the duty holders are competent, and that the management arrangements are adequate. This is a hard stop, and applications are refused or returned for more information.
Gateway 3 — before occupation. The Regulator must be satisfied the building as built complies. The as-built information and the golden thread are handed over, and responsibility transfers to the accountable person, who maintains the golden thread throughout occupation.
For a contractor, Gateway 2 changes the programme and Gateway 3 changes the record-keeping.
Gateway 2 means the approval sits on the critical path with a review period you do not control, and a change to the approved design during construction may require a further application depending on its significance. The classic instinct — start on site while the details get resolved — does not survive this regime.
Gateway 3 means the handover has to describe the building as built. Every deviation captured during construction, or reconstructed under deadline pressure at the end, which is exactly the failure the Act was written to prevent.
What changes on site
Four things, in order of difficulty.
Change control becomes evidential
Every departure from the approved design needs recording as it happens: what changed, why, who approved it, what the safety implication was, and what evidence supports the decision. A substituted fire door needs the substitution, the certification of what actually went in, and the approval against the fire strategy.
The site-level habit that has to go is the informal fix — the detail resolved verbally between a site manager and a subcontractor, built, and never written down. Under this regime that is an undocumented change to a safety-critical building.
Competence is evidenced, not assumed
For safety-critical work, the record needs to show that the individual doing it was competent, at the time they did it. That is a change in kind from checking cards at induction: it links a person, a competence, a date and a piece of work.
The practical implication is that competence data has to be live. An expired qualification discovered at handover is a hole in the evidence for every day of work after the expiry date.
Evidence is captured at the point of work
Photographs of compartmentation before it is closed up. Test and commissioning results attached to the system tested. Inspection records tied to the location inspected. None of this can be produced later, because the work is behind plasterboard.
This is the single largest cultural change: the recognition that some evidence has a capture window measured in hours, and that missing it is not recoverable at any price.
Handover is structured, not a folder
The information has to be organised so that someone who was not there can find what they need. A drive containing four thousand files named by whoever exported them fails on accessibility even if every required document is present.
Below the threshold, the direction is the same
Most contractors reading this do not work on buildings over 18 metres. Two reasons to care anyway.
Clients are asking for it. Golden-thread-style evidencing is appearing in tender requirements on buildings that fall well outside the higher-risk definition, because clients would rather adopt one standard than run two.
The competence expectation has already moved. The general direction — evidenced competence, controlled change, information that describes the building as built — is now what a well-run job looks like, regardless of height.
Firms that build the habit on ordinary work are the ones that can bid higher-risk work later. Firms that treat it as somebody else's problem will find the capability is not something you can acquire in a tender period.
What to do if you are approaching this
- Find out early whether the building is in scope. Height, storeys, units, and use. The programme implication of Gateway 2 is not something to discover at mobilisation.
- Set the change control process before you start, with a named approver and a defined record. Retrofitting it mid-job does not produce a usable trail.
- Make competence live, not a filing exercise. Expiries need to block assignment rather than being discovered in an audit.
- Decide where evidence lives on day one. One place, structured, with the metadata that lets someone find it later.
- Photograph everything that gets covered up. It is the cheapest evidence you will ever produce and the only kind you cannot recreate.
